The Joint Interoperability Test Command (JITC) is the DoD Operational Test Agency and Interoperability Certification authority for the Net Centric Enterprise Services (NCES) core services. The JITC requires Amberpoint training by Subject Matter Experts and software to access and use toolset capabilities that are embedded as instruments in the NCES servers in Columbus, Ohio.
JITC requires a toolset that will provide the ability to test SOA-Based Services, Applications, and Mission Threads with the ability to (1) monitor information at multiple levels of the SOA Architecture (2) achieve real time metrics and data collection; (3) allow comprehensive logging of all information collected, and (4) allow real time dashboards. Additionally, JITC requires the training, maintenance, and consulting services for the toolset and to ensure that the use of the toolset is not limited by licensing model or other factors that might hinder JITC's ability to complete its mission.
22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
