Solicitation N00421-13-T-0413 is issued as a synopsis/solicitation. The Government intends to purchase on a Firm Fixed-Price basis and to solicit/negotiate the proposed purchase order on Sole Source basis with CORTRON INC. under the authority of FAR Part 12, FAR Part 13, and 52.219-6 Notice of Total Small Business set-a-side. CORTRON INC. is the manufacturer and distributor of the Rugged Mount Keyboard (P/N: 636-0001) with no preferred dealers or resellers. The Cortron Rugged Mount Keyboards are required ancillary equipment to support the AN/TPX-42A(V) Shipboard Air Traffic Control (ATC) installation aboard CV, CVN, LHA, and LHD class ships. The keyboards are required as part of the Amphibious Air Traffic Control Center (AATCC) and the Carrier Air Traffic Control Center (CATCC). The keyboards provided by Cortron are the only items available that will meet the needs of the AN/TPX-42A(V) Shipboard ATC system and have met all testing requirements. Utilizing a source other than Cortron would require conducting new testing at a significant cost to the government, which is unrecoverable in this small procurement. It is imperative that the original source be used for the AN/TPX-42A(V) Shipboard ATC system to maintain mandated MIL-STD 901D and MIL-STD 467 Certification, interoperability, and commonality among fielded systems. This requirement is for Exact Match Only (MFR, Part Number, Model number)
