Code and Description: D319 - IT & Telecommunications - Annual software maintenance service plans

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017820Q6881 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18.  The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis from Real-time Innovations, Inc., 232 E Java Drive, Sunnyvale, CA 94089-1318 for the purchase of a quantity of three (3) software support and license renewals for RTI Connect DDS Professional Developer Subscriptions, part number 866-20-85-00-03 and a quantity of three (3) Basic Support, User Subscription to include phone, e-mail and web support, part number 869-20-00-00, developed by Real-Time Innovations, Inc. (RTI), as listed on the attached SF18 and Request For Quote. 

The software must be compatible in all aspects (form, fit and function) with existing software currently installed.  Utilizing a different vendor’s software would require a complete replacement of all effected hardware and software. 

RTI Reseller Letter(s) of authorization must be included with the quote to prevent your quote from being excluded.

For any deliverables, please include shipping/freight cost to Virginia Beach, VA 23461-2097.  Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission, please submit any historical data as well as published pricing.  Award will be made based on Lowest Price Technically Acceptable.
