The Naval Air Warfare Center Aircraft Division (NAWC AD), Lakehurst, NJ intends to enter into a sole source contract with Agilent Technologies to procure the following items: QTY 5 - Multimeter Part Number E14128-J01 QTY 12 - Power Meter Part Number E4419BZ-K06 QTY 5 - Downconverter Part Number N8201A-526-110-H01-HS1 QTY 12 - Power Meter Part Number E8305A-H11 The items above are for Interim Supply Support (ISS) for RTCASS PN 3841AS0101-01 and RTCASS SMAT CAL OTPS PN 3841AS0201-01 and must meet operational and reliability requirements which requires unique production techniques and testing for which the Government has not yet acquired or developed the technical data and will not be available in time to meet Initial Operational Capability (IOC) of the supported systems. It is anticipated that the technical data will be provided to the Navy at a later date, at which time the technical data will be evaluate to determine if it is suitable for competition. NAWC AD intends to award this procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1, “Only One Responsible Source”. This notice of intent is not a request for competitive proposals. No solicitation package is available for this procurement. However, all responses to this synopsis received within fifteen days after the date of publication will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
