The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source, Firm Fixed Price (FFP), Contract under Solicitation# N00019-14-R-0034 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, for three (3) Low Rate Initial Production (LRIP) units, or other such quantities as may be authorized and appropriated by Congress, for RQ-21A Blackjack. LRIP units shall include Air Vehicles, Ground Control Stations, Launch and Recovery Equipment, Air Vehicle Support Equipment, Spares and any associated technical data and or support. The period of performance is anticipated to be one (1) year, exclusive of any options.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
