This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 2632009VH0299 and solicitation is issued as a request for quoatation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The applicable North American Industry Classification Standard Code is 541219 and the size standard is $7.5 million. The National Institutes of Health, Office of Technology Transfer (OTT) has a requirement for royalty auditing services to audit the sales and financial records related to licensed products of an NIH licensee at their place of business in order to determine if the Office of Technology Transfer (OTT) has received the proper amount of royalty payments specified under their license agreement for use of NIH technologies. In addition, the Contractor shall help ensure that the Licensee is in compliance with other terms of the license agreement. Attached is the Statement of Work and Evaluation Criteria. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this solicitation. The provisions at 52.212-2, Evaluation Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose conforming to the solicitation will be most advantegeous to the Government, price and other factors considered. Offerors must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items with this offer. The contractor shall be registered in the online Representation and Certifications Application (ORCA) at https://orca.bpn.gov.
