The Regional Health Contracting Office - Pacific at Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Werfen USA LLC for the purpose of Rotem Analyzer Reagents. Currently
TAMC uses the Rotem Analyzer Reagents for the Government owned analyzer model CB863A. The reagents for the Rotem instrument are made exclusively by Instrumentation Laboratory (IL). Werfen USA LLC is the exclusive government distributor for IL. Only Werfen LLC can distribute the Rotem reagent supplies. No other vendor's reagents, quality control material or disposables are compatible with the existing Rotem analyzer. The analyzer will not function without the Rotem reagents and the disposable items. The statutory authority permitting this award without providing full and open competition is 41 U.S.C. 1901, as cited in FAR 13.106-1(b)(1)(i), which authorizes the government to award contracts when there is only one responsible source and no other suppliers or services will satisfy agency requirements.

This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a
request for competitive quotes. Information received in response to this notice will be considered solely for the
purpose of determining whether a competitive procurement is in the best interest of the Government.
