DESCRIPTION OF PRODUCT OR SERVICE
A comprehensive and convenient Commercial-Off-The-Shelf (COTS) Web-based Foreign Language Courseware that is accessible 24 hours a day, 7 days a week and from anywhere via a web browser.
STATEMENT OF CRITICAL FEATURES AND TECHNICAL PARAMETERS
The Courseware must:
• Develop general foreign language proficiency in a variety of languages and provide a solid foundation in the skills of reading, listening, speaking and understanding of a foreign language and its culture.
• Provide general language proficiency covering communications and the social setting for which the language will be used.
• Provide multiple levels of learning from the beginner who has never been exposed to learning a foreign language, to refresher sustainment, to intermediate language level learning with at least five (5) languages offering up to 250 hours of instruction.
• Provide a logical learning methodology with consistent and logical approach for progressing through the instruction.
• Be self-paced, use interactive text, audio, and visual presentation to support learning and provide participants with appropriate and timely feedback of their progress.
• Be structured to allow student progress through levels of learning including:
o Memory of words and phrases for understanding and communicating.
o Understanding and using sentences in speaking
o Understanding and using oral and written paragraphs and/or phrases on specific topics.
o Use of both oral and written language skills for daily communication.
• Include a military version including vocabulary, scenarios and language specific to military activities in at least four commonly used Middle Eastern languages including Standard Arabic, Iraqi Arabic, Dari and Pashto.
• Include easy-to-use administrative tools and reporting functions to add, delete, manage and track users, track time spent in course and course completion data and have tiered and customizable capabilities for central and local administrators. Contractor must be available to administrators via email and phone to troubleshoot issues.
• Be compatible with Windows XP and Internet Explorer 6 and 7. The Contractor shall identify any additional hardware and software required to fully utilize their product.
• Have the opportunity for selected users to experience real life interaction and instruction with a native coach online
• Have technical support available to customers via website and phone.
Delivery and acceptance is at Andrews AFB MD 20762, FOB destination.

EVALUATION PROCEDURES:
FAR 52.212-2, Evaluation-Commercial Items, The Government will select the best overall offer based on price and the offeror ability to meet the requirements specified in this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in offeror's quote being determined unacceptable.
FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, ALT I applies to this acquisition and offerors must include, a completed copy with its offer. 52.212-3 can be obtained from http://farsite.hill.af.mil or from http://orca.bpn.gov if registered in OrCA (Online Representation and Certifications Application).
