This is a Notice of Intent to Award a Sole Source Contract using Federal Acquisition Regulation FAR Part 13,Simplified Acquisition Procedures. The US Army Contracting Command, Aberdeen Proving Ground Tenant Division, 6001 Surveillance Loop, Aberdeen Proving Ground MD 21010.

Specifications: Roma Plastilina #1 Green/Grey clay.

mandated testing of body armor. After research studies and observation, this specific type of clay is the only one approved for use in body armor testing. This clay serves as the designated backing material for ballistic testing. This contract requires deliveries to be made. The Period of Performance (POP) will be for twelve (12) months from the date of award, consisting of one (1) delivery per quarter. Contractor shall deliver a quantity of one hundred and twenty (120) cases per quarter (three months) for twelve (12) months, for a total of 480 cases. 

This is a SOLE SOURCE requirement for the Roma Plastilina #1 Green/Grey clay, manufactured solely by Chavant Inc. is in support of the on-going Body Armor effort at the Light Armor Range Complex indoor ballistic firing ranges. Roma Plastilina #1 Green/Grey Clay is a critical component to Secretary of the Army mandated testing of body armor.  After research and observation this clay is the only type approved for use in body armor testing.

The Government intends to award a firm fixed price sole source contract to Chavant Inc. The Associated North America Classification Systems (NAICS) Code is 339940 and the Business Size Standard is 750.

All responses received

within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 12:00 PM Eastern Time, Thursday July 2, 2020.  

Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
