This requirement is being solicited both FOB Destination and FOB Origin. Contractors are required to submit proposals with prices for both methods. Award will be made to only one of the solicited methods.
DLA is seeking offers for product delivery either by using Contractor-provided containers conducted by the Contractor (FOB Destination), or by using Government-provided containers conducted by the Government (FOB Origin). Delivery will be made to various locations in the continental United States.
Under FOB Destination, Contractor shall provide all materials, supplies, product, management, tools, equipment, transportation and labor necessary to deliver bulk product into customer-owned and government-owned storage tanks, and to deliver drummed product.
Under FOB Origin, it is the Governments intent that product stored in Contractor provided storage facilities, to include tank(s), become DLA owned upon acceptance and maintained as a Defense Fuel Support Point (DFSP).
The period of performance is 1 May 2019 - 30 April 2024. The estimated total quantity is:
RP-1 Bulk, 1,489,500 Gallons
RP-1 Drum, 16,472 Gallons
RP-2 Bulk, 113,500 Gallons
RP-2 Drum, 32,580 Gallons
Award will be made to the Offeror determined to be the best value to the Government, price and other factors considered, using the Lowest Priced Technically Acceptable Source Selection Process IAW FAR 15.101-2.
The solicitation will be issued on or about 14 December 2018, and will be posted to the FedBizOpps web page (http://fbo.gov/) under solicitation number SPE601-19-R-0307.
All responsible sources may submit a proposal, which will be considered by the agency. If you intend to submit an offer, you are required to be registered in System for Award Management (SAM) at www.SAM.gov PRIOR to submission of an offer in order to be considered by the Government.
