DLA Land and Maritime intends to issue a solicitation for supply change management and engineering support for three systems that are sole source to Rockwell Collins Inc., the ARC-171, ARC-190 and the ARR-85 systems , with approximately 365 components NSN's being supported.  These systems are Line Reparable Units (LRUs) managed by Robins Air Logistics Center (ALC). The tentative requirement is supply chain management to support these items.    This contract will require development of kits, which will contain component parts required to repair these systems.  The component parts that are competitive will be managed by DLA and sourced through DLA for inclusion in the kits.

 

This acquisition is for a Performance Based Logistics contract.  FAR Part 15 - Contracting by Negotiation procedures apply.  The proposed procurement contains a 3-year base period and an option to extend the contract period 2 times (for 3 years each time) at the discretion of the Government.  The total shall not exceed 9 years.  This is a unrestricted acquisition.   Copies of the solicitation will be available at the https://www.dibbs.bsm.dla.mil/RFP/ and will be available approximately 15 days after this notice is published in the FEDBIZOPPS. 

 

The major focus of this effort is on obsolescence management, engineering support, reliability management and configuration management, at the system level, for these systems.   These are aging systems and these efforts are vital to keeping these systems fielded. 

 

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
