Amendment 0001 - Issued to change the period of performance listed in the Statement of Work. 

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M220QNCNS01295 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-07.

                                                                                                                         

The National Oceanic Atmospheric Administration (NOAA), National Ocean Services, National Center for Coastal Ocean Science (NCCOS), Key Species and Bioinformatics Branch serves has a requirement for library preparation and sequencing for RNA samples.   The delivery date is two months after delivery of the sample.  Samples will be delivered over the period of performance.  The Contract Period of Performance is September 28, 2020 to September 27, 2021.

The Government will award a firm fixed price contract based on Lowest Priced Technically Acceptable. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote. 

This RFQ is 100% set aside for small business.  The associated NAICS code is 541714 – Research and Development in Biotechnology (except Nana Biotechnology), with a Size Standard of 1000 employees.

Additionally, each offeror must provide the following information with the quote: 

  1. The Request for Quote (RFQ) number;
  2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
  3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
  4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
  5. Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.
  6. The Contractor must provide a description of laboratory facilities and key equipment that will be used to complete the work. The Contractor must possess Illumina sequencing equipment (HiSeq, NovaSeq, and/or NextSeq and any necessary supporting equipment – i.e., the platform the Contractor will use for sequencing), equipment for quality and quantity assessment as appropriate for library preparation from total RNA and sequencing, and equipment for library construction.
  7. The Contractor must provide evidence that it has performed research similar or greater in scope to that described in this Statement of Work, including preparation of mRNA RNA-Seq paired end read libraries and Illumina sequencing of mRNA samples.

All responsible sources may submit a quotation which shall be considered by the agency.

Quotes must be submitted by 4:00 P.M. Eastern on August 20, 2020; Quotes must be submitted via e-mail to [email protected].

 The anticipated award date is on or about September 10, 2020.

Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
