The Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) intends to enter into a Firm Fixed Price (FFP) contract with MC2 Sabtech Holdings, Inc., DBA: IXI Technology, CAGE: 0PSR7, in accordance with the statutory authority 10 USC 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency requirements. IXI Technology custom builds this specific item, and holds the proprietary rights to the drawings and components of this specific item. Establishing an alternative source would result in not only duplication of costs to the Government, which is not expected to be recovered through competition, but would also require unacceptable delays in meeting current requirements.

This procurement is for the following items:
RIM Breakout Boxes, Mfr Part Number TE-RIMBT-01, 12 each.

This acquisition is being procured under NAICS Code 334515. This notice is not a request for competitive proposals.

Inspection and Acceptance will be at destination (NSWC PHD). Contract award is expected on a FOB Destination basis. This will be a commercial acquisition in accordance with FAR Part 12.

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
