This sources sought notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government.  This notice is intended strictly for market research purposes.  The purpose of this sources sought is to determine the interest and capability of potential qualified Small Business Administration (SBA) certified: HUBZone, Service Disabled Veteran Owned (SDVO), Economically Disadvantaged Women Owned (EDWO), and 8(a) small business firms certified under North American Industry Classification Code (NAICS) 238160, Roofing Contractors.  The applicable size standard for this NAICS code is $14 Million.  The magnitude of construction is between $1,000,000 and $5,000,000 inclusive of all options.

The General Services Administration (GSA) Region 10/Northwest Arctic Region, Eastern Service Center (ESC) is seeking sources capable of designing an energy efficient 20 year roof replacement system, performing the removal of a rubber membrane (Ethylene Propylene Diene Monomer) type roof and an existing built up roof, and replacing with a sloped, energy efficient, 20 year roofing system.  The base area is approximately 27,500 square feet.  Inclusive of option items square footage of work area may be up to approximately 75,000 square feet.  Design details shall be consistent with but not limited to the following: 2004 NRCA Roofing and Waterproofing Manual, IBC Code1507.11.1 for modified systems and 1507.12.1 for Thermoset roofs, and comply with ASHRAE 90.1 energy requirements.  All re-roof projects shall be designed for UL 90 or FM 1-90 ratings.

The work shall be performed at the Richland Federal Building in Richland WA, 99352.  Interested sources are requested to submit via email or mail delineating qualifications, capabilities, and experience for providing these services. 

Sources must specifically identify interest in a requirement of this nature, sufficiently demonstrate the capability to perform these services and must provide detailed experience and qualifications in all previous work pertinent to an effort similar in size and scope to this requirement, specifically experience with design and install of a 20 year energy efficient roofing system with.  The complete roof covering assembly shall be rates in accordance with FM P7825, capable of withstanding an uplift pressure as determined by ASCE -7 and FM I-49 for perimeter and flashing attachment.  Please include your business size and small business classifications with your submittal.

This is not a Request for Proposal or an announcement of a solicitation and no contract will be awarded off of this notice.  No solicitation or specifications are available at this time.  Your responses will be used solely for market research purposes of the Government.  The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. 

Failure to respond by the sources sought closing date may result in your firm not being considered as part of the market research.
