This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitations and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This procurement is for a RF Gateway Subscription. A description of the effort is below:

Contract Line Item 0001 Annual RF Gateway Subscription

The NAICS Code is 511210 the size standard is $25M. The type contract anticipated is firm-fixed price. A due date of offers will be 4:00 PM, Central Time, 8 Sep 09. The solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29(effective 17 February 2009) and Defense Federal Acquisition Regulation Supplement change notice 20090115. FAR 52.212-4 and 52.212-5 applies to this acquisition. WAWF procedures also apply. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The period of performance is 15 Sep 2009 through 14 Sep 2010. Performance will be at Brooks City-Base, TX. The proposed contract is for supplies/services for wich the Government intends to solicit/award as a sole source. This notice/intent is not a request for competitive proposals.
