The Riverside County Department of Waste Resources (RCDWR) must comply with various federal, state, and local regulations to collect and control landfill gas at several active and inactive landfill sites throughout the County. The RCDWR currently operates eleven (11) existing enclosed gas flares at two (2) active and eight (8) inactive landfill locations. The regulations are implemented by the South Coast Air Quality Management District (SCAQMD) and require the RCDWR to conduct annual source testing on each enclosed landfill gas flare. The RCDWR is requesting qualifications to perform flare inlet and stack emissions testing in accordance with requirements of the SCAQMD as specified by their respective permits to operate and in accordance with several SCAQMD Rules including but not limited to Rules 404, 407, 431.1, 1118.1, 1150.1, and 1303. The SCAQMD permit to operate for each flare is attached to this document for reference. There are a total of eleven (11) landfill flares that will need to have annual emission source testing. General The qualified contractors will be required to prepare testing protocols for approval by the RCDWR and SCAQMD. Unless changes are made to the protocols to accommodate equipment modifications or new SCAQMD requirements, the protocols should remain in effect through the duration of the term of the service agreement and would not need to be resubmitted each year. The contractor will test each flare in accordance with its specific approved protocol each year and provide reports in the format specified herein. The contractor will conduct testing on some or all of the flares listed in Section 1.3 each calendar year within 45 days after the date it was tested the previous year or as requested by the RCDWR. The sampling effort, to be conducted on the inlet and exhaust of the landfill flare, shall include analyses of all parameters as specified in Section 1.4 using only analysis methods & procedures approved by the SCAQMD. Upon evaluation of all submitted qualification packets, the contractor(s) who are deemed qualified will be invited for a Request for Quote (RFQ) to submit pricing for the Scope of Work. The intent of the resulting RFQ will be to award and enter into an agreement with the County for flare emission source testing services with an estimated period of performance of five years. Bidders and their subcontractors (if applicable) are required to maintain current and up to date registration and approval with the SCAQMD’S Laboratory Approval Program (LAP) List of Approved Laboratories. Bidders are responsible for ensuring their approval is up to date at the time of bid submission. Approval will be verified at the RFQu closing date.
