Introduction The Riverside County Department of Waste Resources (RCDWR) is seeking bids from qualified firms to provide a paleontology resource monitoring services in compliance with mitigation measures (see Attachment B) outlined in the adopted California Environmental Quality Act (CEQA) document for the Project. Brief Project Description The Badlands Landfill Integrated Project (BLIP) (Project) is for the expansion of the Badlands Landfill to provide additional disposal capacity and facilitate landfill and waste diversion activities. The Project will increase the permitted disturbance area from 278 acres to 811 acres (a 533-acre increase) and the disposal footprint will expand from 150 acres to 409 acres in multiple stages (see attached Exhibit 1 – Project Study Area for reference). The Paleontological Resources Impact Mitigation Program (PRIMP), Repository Agreement, and Paleontological Resources Awareness Training, discussed in the Scope of Work (Tasks 1, 2, and 3), shall be developed to encompass the entire Project area, as defined in the attached Exhibit 1 - Project Study Area. The remaining tasks (Tasks 4-8) in the Scope of Work, related to monitoring, fossil management, compliance reporting, and coordination, specifically address two stages (P2S1 and P2S2) of landfill development (smaller portions of the Project Study Area), approximately 100 acres each- see attached Exhibit 2 - Paleontology Monitoring Areas for reference. A paleontological monitor is needed during project construction, which is anticipated to require 180 days for each stage. The work will occur Monday through Friday from 7am to 3:30pm and on Saturdays sporadically. The second stage (P2S2) of earthwork is anticipated to occur after completion of the first stage (P2S1).
