The Riverside County Department of Waste Resources is soliciting quotations for a one-time purchase of a single Ultra-low emission Gas Flare and Blower Skid Package as detailed in this RFQ. Quotations must include cost for delivery, testing, startup assistance, and warranty. The active Badlands landfill has reached its landfill gas flaring capacity on the existing flare system and is currently continuously utilizing flare 1, a standard emission flare, to meet the required capacity. Flare 1 needs to be replaced with an ultra-low emission flare to comply with thpw86mZHY0 f6x6He local Air District Rule 1118.1. Exhibits A and B of this RFQ detail the requirements, specifications and performance expected of the Ultra-Low Emission Gas Flare and Blower Skid Package. Exhibit C shows a pricing table for various aspects of the Gas Flare. In addition to the Pricing Table, bidders shall include a comprehensive cost breakdown on company letterhead to include all costs referenced on the Pricing Table. The complete Gas Flare and Blower Skid Package shall be designed and manufactured as a pre-packaged, pre-plumbed, pre-conduit, pre-wired, and factory pre-tested system. In areas where installation requires connections to piping systems or wiring systems, the Manufacturer shall provide flanged connections and terminal/junction boxes. The system must be designed to applicable national codes and standards and must be compliant with state, local, and municipal codes. The intent is to have a fully pre-assembled package delivered to the job site. The Department of Waste Resources personnel and sub-contractor will install the complete Gas Flare and Blower Skid Package.
