This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Solicitation number is: OPM2612Q0076 and is issued as a Request for Quotes (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-57 dated March 15, 2012.

The North American Industrial Classification System (NAICS) code is 611430 and the small business size standard is $7.0 million. This procurement is restricted, allowing only small businesses to submit proposals.
 
OPM's Management Development Centers (MDC's) provide cutting edge, research-based, interagency Management and Leadership training to government professionals.  MDC courses showcase knowledge, skills, and insights from the perspective of government leadership and are linked specifically to OPM's Leadership Competencies and Executive Core Qualifications.  They are developmental in nature and are designed specifically for individuals working at defined levels of responsibility.  The OPM mission here is to prepare talented individuals for high level responsibilities in government and to ensure that the U.S. public is served by a highly skilled and knowledgeable government.  

In support of its mission, OPM requires one or more highly-qualified contractors to provide materials and deliver up to (2) three-day Performance Budget Seminars between September 25, 2012 and September 30, 2013.  The classes will be offered at the Eastern Management Development Center (EMDC) in Shepherdstown, WV.  The seminar will provide participants with sessions including the following topics:  Performance Budgeting: Overview; Performance Measures; OMB Initiative for Performance Evaluation; OMB's Perspective; Experience at the Departmental Level (at least two case studies); Avoiding Unintended Consequences in Setting Performance Measures; Congressional Perspective on Performance Budgeting;  GPRA; Managing for Performance.  Background information regarding the training offered by OPM can be found at www.leadership.opm.gov. 

(OPM) intends to award one Firm-fixed Price purchase order to the contractor that represents the best value to the government.  The contractor(s) shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Summary of Requirements detailed below. The period of performance is from the date of award through September 30, 2013.
