No oral interpretations will be made. Submit all questions in writing, noting issuing buyer, solicitation number and title. Requests must be received a minimum of three (3) business days prior to the solicitation deadline. Any changes to CBJ issued documents will be in the form of an addendum to the solicitation and will be issued as promptly as possible to all plan holders. All such addenda will become part of the solicitation. INTENT : This invitation to quote is to result in aerial lift maintenance services for the City and Borough of Juneau (CBJ) for Eaglecrest Ski Area per scope of work. Work will be required to be complete prior to October 1, 2025. CONTRACT ADMINISTRATOR: The contract administrator for this contract will be Steve Zmugg, Eaglecrest Mechanic or upon notification, an alternative assigned designee. PRICE & F.O.B. POINT : Quote price is to include all related costs, including shipping and delivery of any materials to the final destination or FOB Point, Eaglecrest Ski Area, 3000 Fish Creek Road, Juneau AK 99801. SERVICE QUANTITIES : The CBJ anticipates issuing a purchase order for the quantities listed. Additional quantities may be needed during the contract, if time and availably allows. The CBJ does not guarantee any minimum or maximum orders. PERMITS, CERTIFICATIONS & LICENSING : The Contractor must comply with all applicable Federal, State, City laws, certifications and requirements which have a bearing on this contract and must have all licenses and permits required by any government entity for performance of this contract. Review of General Terms & Conditions & Insurance : Attached to this solicitation are documents required for this project (ATTACHMENTS A, B). Vendors should carefully review all attachments. Awarded Vendor is expected to comply with these requirements. ACCEPTANCE & RETURNS : CBJ reserves the right to determine the suitability of items and services offered. All services and materials are subject to approval by CBJ. Any items or services rejected as unacceptable because of non-conformity of the terms and conditions or specifications of this contract, will be immediately corrected by the Contractor at no additional expense to the CBJ. REFERENCES & QUALIFICATIONS : References may be requested and could be a factor in determining the bidder’s ability to provide quality services for CBJ. Bidders will need to supply three (3) references confirming a minimum of five (5) years aerial rope way maintenance and repair services within 24 hours after request. Specific experience with Riblet brand chair lifts is required. Experience performing Riblet chair clip relocations and testing is a must. Failure of the bidder to produce acceptable references will deem the services offered unacceptable and the quote as non-responsive. AWARD : Award will be made by Total Quote to the lowest responsive, responsible bidder meeting all requirements. In the event the primary Contractor cannot meet their obligation, the CBJ will contract with the next available Contractor and will hold the original Contractor responsible for any incidental and consequential damages incurred. SCOPE OF WORK: Awarded Contractor will complete as tasks as outlined below. Eaglecrest will provide parts and materials. Eaglecrest staff will not be available to assist the Contractor until September. All tasks must be complete prior to October 1, 2024 in preparation for insurance inspection occurring in October. Awarded Contractor will consult with Eaglecrest personnel to develop an acceptable timeline to complete tasks. Contractor will determine daily work hours and weekly schedule. Eaglecrest estimates two (2) weeks of work based on forty (40) hour work week, for two (2) technicians, this estimate is for bidding purpose only. Actual work hours will vary depending on the Contractors schedule and any issues that may result from inspections and maintenance. Depending on the Contractors availability and funding available, additional tasks may be requested. Contractor will perform maintenance and repair services per industry standards and as specified below: Eaglecrest Ski Area – Black Bear Chair summer maintenance program. Re-locate all chair clips Tower maintenance and inspection on towers 4 through 27 Rebuild Riblet tower assemblies 1 through 3 Drain, inspect and seal gearbox Electrical inspection of the lift Work to be performed early September and completed prior to October 1, 2024. ADDITIONAL SERVICES: Eaglecrest may request additional services for maintenance and issues found needing to be addressed prior to the October inspections. Any additional work performed will be per hourly rates quoted and dependent on Contractors availability and funding. TRAVEL : Travel will be reimbursed at cost for airfare, lodging, transportation and with a maximum allowed per diem of sixty dollars ($60.00) per day for each person per CBJ Travel and Training Policy No. 18-01R. Eaglecrest will make a vehicle available to the awarded contractor for use. Contractor’s auto insurance will be primary if Contractor elects to use the Eaglecrest vehicle.
