INTENT : This quote will result in the immediate purchase and delivery of Avalanche Airbag Backpacks (Pack(s) for the City & Borough of Juneau (CBJ), Eaglecrest Ski Area (Eaglecrest) as specified from a responsive and responsible supplier. This purchase is intended to outfit the Eaglecrest Ski Patrol Staff for this ski season; therefore, the packs must be delivered no later than November 1, 2023. Delivery date may be used as a factor in determining a Suppliers capacity to be responsive and responsible. Suppliers who are not able to meet the delivery deadline may be deemed non-responsive. DELIVERY DATE IS A FACTOR IN AWARD. DELIVERY DATE : Delivery at the final destination is requested within (30) thirty calendar days after receipt of order (ARO). Indicate on the Bidder’s Signature Page , the number of calendar days required for delivery. QUANTITIES PRICE & F.O.B. POINT : The City anticipates issuing a purchase order for the quantities listed in the technical specifications. If additional quantities are needed CBJ may ask the Vendor to honor any pricing submitted for the duration of the current fiscal year. The City does not guarantee any minimum or maximum orders and may order less if the total quote is over the maximum allowable budget. Quote price is to include all related costs, including shipping and delivery to the final destination or FOB Point. Shipping costs must be imbedded into the unit price. ACCEPTANCE & RETURNS : The City reserves the right to determine suitability of items offered. All goods or materials are subject to approval by the City. Any items rejected because of non-conformity of the terms and conditions or specifications of this contract, whether held by the City or returned, will be at the Contractor's risk and expense. REFERENCES : If the City is considering an equivalent, the bidder may be asked to provide references from clients currently using the brand/model being offered. Failure to produce acceptable references upon request may deem the brand/model offered unacceptable and the bid non-responsive. References may be a factor in determining the bidder’s ability to provide a quality product for the City. NEW EQUIPMENT : Bidder represents that all equipment offered under this specification shall be new. Used, shopworn, demonstrator, prototype or discontinued models are not acceptable. CONFORMS/VARIES : Bidders will offer item(s) which meet the Technical Specifications. If a bidder requests a variance to the specified item(s), it is the responsibility of the bidder to describe their proposed item/variance in detail on the attached Variance/Equivalent Page . CITY APPROVED EQUIVALENT : When the words “or Approved Equivalent” are specified, the intent is to indicate and guarantee a quality or performance level, but not to limit offers. Consideration will be given to an equivalent, provided that the proposed is of the same general design and of equal substance, quality, function, and finish as was provided in the technical specifications. Submit the Variance/Equivalent page with your bid and provide justification of how the brand/model offered meets or exceeds the technical specifications and quality or performance level described. The City may request additional literature or information from the bidder. Information must be provided upon request. NOTE: Failure of the bidder to provide requested Information within the specified time, or failure to justify the quality level of the brand/model offered will be grounds to reject the bid as non-responsive. The City is the sole judge of the quality and suitability of any offered equivalent. AWARD : Award will be made by Total Quote to the lowest responsive, responsible bidder meeting all requirements. The packs must be delivered no later than November 1, 2023, and the Delivery Date is a Factor of Award. In the event the primary Contractor cannot meet their obligation, the City will contract with the next available Contractor and will hold the original Contractor responsible for any incidental and consequential damages incurred. TECHNICAL SPECIFICATIONS : The following technical specifications have been identified for the equipment that will best meet the needs of the Eaglecrest staff. Eaglecrest is willing to consider Approved Equivalent Packs; however, all equipment proposed must meet or exceed specifications as described below. Suppliers must thoroughly describe their proposed Packs and may choose to provide a cut sheet that identifies how their equipment meets or exceeds the described technical specifications. NOTE: CBJ is the sole judge and reserves the right the exclusive review and determine what proposed equipment will best fulfill the requirements for use by Eaglecrest Ski Patrol Staff. Anticipated Quantity for this Purchase : Eaglecrest needs nineteen (19) Avalanche Airbag Backpacks for the Eaglecrest Ski Patrol Staff for this ski season. The packs must be delivered no later than November 1, 2023, and the delivery date is a factor in award. There is a maximum budget allowable for this purchase. If the quantities desired exceed that maximum budget allowed, CBJ reserves the right to order less to stay within the budgeted amount. Backpack Key Features : Any proposed pack MUST have a Dedicated Snow Safety Pocket. Bag Size : Suppliers must be able to provide a range of backpacks with a minimum 32-liter cargo capacity and larger backpacks available. Bag Color : Black Bag Color is Most Preferred. Red Bag Color is Acceptable. Other Colors : Suppliers may propose to supply any other color of Avalanche Airbag Backpacks; however, CBJ reserves the right to disqualify the proposed equipment if it determined that the proposed color will not meet their requirements. Air Bag System* : Suppliers may provide either the canister or electric inflation type system. NOTE for Any Canister Systems: Any supplied Canister Systems is that they must be able to be refilled locally, in Juneau Alaska, i.e., ability to fill canisters at local scuba shop or fire extinguisher service center. Alternatively, and least preferred Equipment and parts is available to User to be able recharge airbag system. *Any supplied Pack must have an Air Bag System that is readily rechargeable by either replacing the canister or multiple deployments available with electric power supply.
