The current offender management software has been in place since 2016. The system is a web-based program housed offsite by the County Commissioners’ Association of Pennsylvania (CCAP). It is currently used by Lancaster County Prison with other County agencies having read-only access to view certain types of information. As technology advances quickly and because the Prison has had its current offender management software for six (6) years, it is re-evaluating if it is using the most up-to-date, effective, easy to use software that is currently on the market. The County is seeking qualified software firm to provide robust offender management software as described in this RFP. Any aspects of the software not addressed in the Scope of Work are left for the Proposer to address. The Proposer should specifically state key estimating assumptions, technology infrastructure services assumptions, responsibilities of the Proposer, responsibilities of the County, and related tasks deemed out of the scope of the proposal.
