LCRA wants to develop a system or a tool to acquire real-time soil moisture data to estimate inputs to an HEC-HMS model of the lower Colorado River basin to improve the accuracy of its real-time flood forecasting. The area of interest for this project will be the contributing drainage of the lower Colorado River of Texas from the Simon Freese Dam to Matagorda Bay.
