The Kenai Peninsula Borough hereby invites qualified firms to submit proposals for acceptance by the Borough to update the 2020 Kenai Peninsula Borough Emergency Operations Plan (EOP), 12 annexes, and create two new annexes: (1) Disaster Help Center and (2) Cybersecurity. The EOP is a living document that provides recommendations to protect life safety, property and the environment to relevant emergencies or disasters on the Kenai Peninsula during response and recovery phases. This project will amend operational procedures to align with response structures as defined by and in adherence with local jurisdictional codes, state statutes and federal regulations. Equity will be evaluated throughout the planning process, ensuring that vulnerable populations and those at higher risk during emergencies are prioritized in operational plans. This project shall be funded in part through the State of Alaska Department of Commerce, Community, and Economic Development Division of Community and Regional Affairs, Community Development Block Grant - Disaster Recovery (CDBG-DR), a federal pass-through program; Catalogue of Federal Domestic Assistance CFDA# 14.228. Pursuant to Public Laws (P.L.) 115-254 and 116-20 and the Federal Register Notice dated January 27, 2020, at 85 FR 4681, the U.S. Department of Housing and Urban Development (“HUD”) has allocated $35,856,000 in CDBG-DR funds to address unmet disaster recovery needs through activities authorized under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.) related to disaster relief, long term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation, and described in the State of Alaska’s CDBG-DR Action Plan for the November 30, 2018 Cook Inlet Earthquake (Federal Disaster Declaration DR4413).
