TOWN OF ATHERTON REQUEST FOR PROPOSALS (RFP) Professional Design Services for Alameda de las Pulgas Corridor Traffic and Safety Improvement Project (Federal-Aid Project) The Town of Atherton (Town) requests proposals from qualified Consultants for professional engineering and environmental services necessary to design a Federal Earmark traffic and safety improvements project on Alameda de las Pulgas (ADLP) between Stockbridge and Mills Avenues. Because federal funding is involved, the Town is following the One-Step RFP process from the Caltrans Local Assistance Procedures Manual (LAPM) to hire a consultant. This single-phase, project-specific Alameda de las Pulgas Corridor Traffic and Safety Improvement Project (Project) is funded with Federal dollars requiring the Consultant to follow all pertinent local, State, and Federal laws and regulations. The main components of the Project include, but is not limited to, design services for: Removal of the existing mid-block signal, its signal components, and bulb-outs on ADLP between Mills Avenue and Camino al Lago; Signalization of the intersection of Alameda de las Pulgas at Camino al Lago; Signalization of the intersection of Alameda de las Pulgas at Atherton Avenue; Geometric modifications, including squaring the intersection through the removal of the channelized island, at the Atherton Avenue intersection; Civil Infrastructure (curb ramps, curb, gutter, drainage, and etc.); Green infrastructure and stormwater treatment improvements on ADLP at the intersections of Camino al Lago and Atherton Avenue; and Complete Streets and Safety improvement, including Signing and Striping, for the entire Alameda de las Pulgas corridor between Stockbridge Avenue and the Mills Avenue. A deliverable of this Consultant Agreement is a set of detailed plans, specifications, and estimates (PS&E) suitable for bidding the project. Design of this Project shall not conflict with the California Water Service (Cal Water) Water Main Replacement Project on Alameda de las Pulgas from Walsh Road to Valparaiso Avenue anticipated to be in construction from January 2024 to May 2024.
