TxDOT Environmental Affairs Division is requesting proposals for an In-Lieu Fee Program Sponsor and/or Administrator to assist in the development and management of an ILF program for the federally listed endangered ocelot and jaguarundi in the TxDOT Pharr district. TxDOT is proposing to utilize an ILF program as part of a programmatic approach to address ESA compliance for current and future TxDOT projects located in TxDOT’s Pharr District (Zapata, Jim Hogg, Brooks, Kenedy, Star, Hidalgo, Willacy, and Cameron counties, Texas).
