NOTICE OF REQUEST FOR PROPOSALS (RFP) FOR ARCATA LONG RANGE PLANNING SERVICES The City of Arcata Community Development Department is seeking qualified consultants to provide long-range planning services related to updating the City’s General Plan, adopting a form-based code, and writing an Environmental Impact Report for this work in Arcata, California. The planning services sought include preparing updates to existing General Plan Elements, creating two new Elements within the Plan, including an Area Plan Element for the Arcata Gateway to encourage infill development, conducting public outreach and design workshops associated with these update processes, and performing CEQA-required environmental review associated with these updates, including preparation of an Environmental Impact Report. An pre-proposal conference will be held on January 20, 2021, at 3:00 p.m. PST via Zoom meeting. The link for joining the meeting will be posted in advance on the City’s website, www.cityofarcata.org under “Bids” and on the Community Development Department’s Strategic Infill Redevelopment Plan page. Proposals for this work will be received until 4:30 p.m. on Friday, February 19, 2021. Proposals should be submitted within a sealed envelope delivered to the City Manager’s Office, 736 F Street, Arcata, California, with "Arcata Long-Range Planning Services Proposal" on the front of the sealed envelope. Cost proposals should be submitted in a separately sealed envelope with the proposal for services. Hand-delivered proposals should be brought to the west entrance to Arcata City Hall, adjacent to F Street, and proposers are encouraged to call (707) 822-5953 prior to delivery, as City Hall is currently closed to the general public; however, staff are onsite Monday-Friday, 9 a.m. to 5 p.m. Proposals will be evaluated and ranked by a Selection Committee. The award for this contract is anticipated to be made at the Arcata City Council’s meeting on or after March 17, 2021.
