1.1 Introduction/Purpose The County of Ventura (hereinafter referred to as County) hereby invites qualified organizations to submit their written proposal to provide background investigation services for the County of Ventura Fire Protection District. Proposals shall be due no later than 3:00 p.m. on November 18, 2022 for the furnishings of background investigations services in accordance with this Request for Proposal (RFP #6080). Offerors shall be skilled and regularly engaged in background investigation services called for in the solicitation documents. 1.2 Background The Ventura County Fire Protection District’s background investigations examine the characteristics, past work performance, and positive or negative behavior of candidates in order to determine their suitability to be a successful County of Ventura employee. These background investigations are crucial to public safety, as firefighters and others enter residents’ homes and may also deal with narcotics. The POST “Background Investigators Manual” or its equivalent may be followed in conducting the investigation as it relates to duties and responsibilities of a Firefighter or Civilian employee. Background investigations are performed for the positions listed below. The greatest number of backgrounds will be for the Firefighter Academy which typically consists of 30-40 candidates in an annual academy. The investigator provides the required reports and forms within six (6) weeks of receipt of request, unless the County grants an extension for cause. In addition to background investigations, the investigator will also be utilized to locate home and landowner information for the Fire Hazard Reduction Program (FHRP). Property owners included in the program will receive an annual “Notice to Abate Fire Hazard” and are expected to maintain their property free of fire hazards or nuisance vegetation year round. If the department is unable to determine the owner of a specific property the investigator will be asked to assist in that determination. Average number of backgrounds/searches performed: Dispatcher: 19 Fire Specialist: 6 Fire Inspector: 6 Firefighter: 322 FHRP Site Searches: 130 County intends to award one vendor for a contract period of two (2) years with three (3) one-year extensions. 1.3 Action Dates The following is an outline of the anticipated schedule for the proposal review and contract award.
