1.1 Introduction/Purpose The Ventura County Fire Department, in order to fulfill the provisions required by Title 22, California Code of Regulations section 100173 and the Ventura County 2004 First Responder Advanced Life Support (FRALS) agreement, “shall contract with a medical director to provide oversight for training and quality improvement activities. The medical director shall be a physician who is experienced in emergency medicine and is currently working at a local hospital emergency department, or as otherwise approved by the VCEMS Medical Director”. The Ventura County Fire Protection Department (VCFPD) Medical Director ensures 100% compliance with all applicable Federal, State and Local regulations, protocols, policies, procedures and standards for the Ventura County Fire Protection District. This position is distinguished from the other classifications by its responsibility for applying specialized medical knowledge to assure safety in the field emergency medical services operations: for making decisions and proving expert consultation within the chain of command on a broad range of medical considerations: and for providing direct patient care in extraordinary circumstances which requires specialized knowledge, skills or equipment. The Medical Director is responsible for performing professional level work in planning and training activities and programs with health and medical components; providing direction for fire service medical issues; providing medical consultations to major support functions; and providing on-scene medical oversight and patient care on selected incidents. The VCFPD Medical Director assists the Operations Training Section with operational training topics with Ventura County Emergency Medical Services Agency (VCEMSA), medical and health components, provides medical oversight and assists Nurse/Educators with EMS education curriculum development; provides direct EMS classroom and skills function and indirect education and briefings. Medical oversight and expertise to continuous quality improvements (CQI) programs by reviewing and analyzing EMS effectives, systems trends and needs, in an effort to ensure EMS system excellence; develops and assists in the formulation of policies and procedures; and participated in call reviews with nurse/educators firefighters/paramedics and firefighter/EMT’s; assists in problem solving in field clinical decision making. 1.2 Background In 2001 the Ventura County Fire Protection District, EMS-Division received final approval from the VCEMSA to implement the Ventura County Fire Department Advances Life Support (ALS) Extension Program. The VCFPD EMS-Division was then required to engage a Medical Director to oversee the ALS Extension Program, the Paramedic Program, in addition to the EMT Program. VCFD has been providing paramedic services since approximately 2001. Paramedic services allowed VCFD to provide advance life support (ALS) services. Once VCFD started providing ALS services, Ventura County EMSA required VCFD to hire or contract with a medical director. The medical director provides oversight for training and quality improvement for VCFD medical services. The Ventura County EMSA requires the medical director to be a physician who is experienced in emergency medicine. 1.3 Action Dates The following is an outline of the anticipated schedule for the proposal review and contract award.
