About Juneau : Located in the panhandle of Southeastern Alaska, on the traditional land of the Tlingit people, the City and Borough of Juneau (CBJ or City) consists of 3,250 square miles and is only accessible by air or sea. Intent : The City and Borough of Juneau (CBJ) seeks proposals from highly qualified consultants, for the provision of Peer Support Training Services for the City & Borough of Juneau (CBJ), Police Department (JPD). CBJ intends to contract with the best apparent, responsive, and responsible Consultant who demonstrates that they can provide the most comprehensive and appropriate range of professional training services that align with the JPD’s requirements. About JPD : The Juneau Police Department in a partnership with the people of Juneau, strives to fulfil its mission to recruit and hire qualified staff who tirelessly work to make our City a place where people can live safely and without fear. JPD implements polices, strategies and procedures with the following core values: Courage, Service, Integrity, and Respect. JPD has ninety-seven (97) employees, with fifty-five (55) Sworn Officers and forty-two (42) Support Staff. The Department has a wellness steering committee and has a dedicated qualified mental health professional which ensures that a high level of importance is placed on JPD employee’s mental health and well being. Project Overview & Timeline : Consultants should be able to provide a maximum of 40 hours of Peer Support Training, that is customized to the specific needs and demographics of JPD. The training must be delivered by experienced mental health professionals with documented expertise in the fields of police psychology and first responder counseling. References are required. Consultant should provide three (3) or more subject matter experts (instructors) so a higher teacher to student ratio can be optimized. Trainers must be able to provide instruction that includes diversiMEkuTty of experiences, unique law enforcement understanding, an expert level of subject matter knowledge, using a variety of teaching styles. The training dates will be coordinated with JPD and must be completed by or before 8/31/2024. Contract Administration & Compliance : In an effort to maintain the expected level of services and ensure that the Contractor is fulfilling all duties and reporting requirements, CBJ will assign Lieutenant Police Officer, Jeremy Weske, as the Contract Administrator or upon notification an alternate designee. Funding & Budget : JPD plans on funding the contract with federal COPS Law Enforcement Mental Health and Wellness Act grant funds; therefore, expensing and completing this training must happen no later than August 31, 2024. Operational funding for any renewal or extension beyond this fiscal year is solely dependent upon City Assembly appropriations. Funding beyond FY24 has not been appropriated. CBJ will not be obligated to renew beyond the then current fiscal year. JPD has a maximum allowable budget provided to complete this training. Responses that exceed the maximum budget may not be eligible for award. Review of General Terms & Conditions (Attachment A), Insurance (Attachment B) & CBJ ‘Standard’ Contract (Attachment C ): Attached to this RFP are documents required for this project (ATTACHMENTS, A, B & C). Consultants should carefully review all these attachments. The awarded Consultant is expected to comply with these requirements and any applicable terms. Consultants will be required to sign the CBJ’s contract to finalize the award. Scope of Work (SOW) : The following scope of services, functional requirements and deliverables are required for the performance of this contract: Consultant must provide a professional, thorough, in-person group training that can be completed within a maximum of five workdays, with up to a total of forty training hours (40) offered. (Responses must identify how many hours of training will be provided and how many workdays will be needed for completion.) Consultant will also provide a professional, thoughtful, in-person group training that can be completed within a maximum of four hours for leadership to all front-line supervisors and command staff to ensure they have an understanding of the peer support team process to be able to support the program at all levels. Training instructors must be experienced mental health professionals with documented expertise in the fields of police psychology and first responder counseling. (Responses must provide References.) A minimum of three instructors is required, to ensure that the training provides diversity of experience, a wide range of knowledge, and different teaching styles. (Responses must identify how many instructors will be provided for the training.) The training materials must be specifically tailored for the Juneau Police Department Peer Support Team using department demographics and metrics. (JPD will provide the awarded consultant scoping data, reports and/or statistics so the training can be specialized to areas that are pertinent to JPD Staff.) Course focus areas must include all areas of advocacy for wellness, such as, ethics, confidentiality, engagement, motivational interviewing, taking action, and self-care, etc. (Responses must identify all training focus areas with details on specific areas of course concentration.) At the conclusion of the training all students should be competent to provide support to their peers and possess the knowledge of when and how to make referrals for advanced care. Following the training JPD must be provided with a brief executive summary that provides a synopsis of the training topics covered, includes a list of all attendees and any follow-up recommendations. Travel Expenses : CBJ seeks to achieve the best, most comprehensive and inclusive project results, while still allowing the Consultant to determine how to best complete the project. With regards to the SOW the Consultant must determine how to complete the in-person element. Consultant’s responses must identify which deliverable(s) require(s) an in-person component and describe what processes or activities will be completed in-person, the length of time expected, the size of team needed, all required resources, i.e., meeting rooms, etc. and any expected or required assistance needed from CBJ to complete these tasks. Consultants must provide an all-inclusive estimate of the anticipated costs for Travel Expenses, i.e., lodging, transportation, per diem, etc. All travel costs must be detailed and added as a separate line item on the submitted price or fee proposal. The total project fee including the Training and the Travel Expenses will be used to determine the most advantageous proposal for JPD. NOTE: The CBJ Project Manager reserves the right to negotiate with the selected Consultant on any part of the in-person component that the Consultants identify as necessary. Evaluation & Proposal Requirements : To determine the most advantageous proposal, JPD will review and evaluate proposals in accordance with criteria identified and shown on the Evaluation Form. Clarification of submitted material may be requested during the evaluation process. The page limit for this RFP is Ten (10), double sided and in no-less-than 11-point font, using font types: Arial, Cambria, or Calibri. The page limit excludes CV’s or resumes, copies of required business or professional licenses, and professional references. Provide the Following in your Response : Title Page & Transmittal Letter : Include the number and title of the RFP, the name of your firm, name of the contact person, all contact information: address, telephone and fax number, email address(es), company website (if available) and date your submission. Provide notice if you do or do not qualify as a “Juneau Proposer”. A person who has authority to bind the company must sign the transmittal letter and provide their title. Understanding, Methodology & Management : (Weight 15 %) Points will be awarded based on a narrative that illustrates your understanding, methodology and management plan for the proposed scope, objectives, and requirements of the project. Describe your understanding of the project, the services required and your proposed method to accomplish the project. Provide examples of your training methodology and what materials or media are used to provide these services. Give examples that prove your firm’s level of expertise and describe your firm’s specific experience with law enforcement agencies. Identify your management plan to successfully complete the required training in a timely manner and within budget. Experience & Qualifications : (Weight 45 %) Points will be awarded based on your experience and qualifications and how those elements relate to accomplishing proposed scope, objectives, and requirements of the project. Specify each person who will provide services to CBJ under this Contract, their role, and a brief summary of qualifications and specialized experience, or provide their resumes or CV’s. Specify the project manager, their availability and anticipated scale of involvement for the training. Include your firm’s philosophies, credentials, and specialized approach to the specified training, while highlighting what sets your firm apart from others. Define your capacity to complete the training within the timeline and the strategy that will be used to create a highly effective training that is specific to JPD’s particular needs. Include any previous experience with JPD or awareness with any JPD specifics and/or other law enforcement agencies. NOTE: Preference will be given to any firm that can demonstrate that they have experience with or are familiar with JPD’s existing Critical Incident Stress Management Plan. Include any previous experience training multiple units within a police organization, i.e., Dispatch, Records, and significant others. References : (Weight 25 %) Points will be awarded based on the quality of references provided. Describe three (3) trainings, completed within the last five (5) years, by the proposed personnel which are similar in concept and scope. Provide current and accurate client names, individual contact persons, and telephone numbers for these projects. Fee Proposal : (Weight 10%) Fee Proposals will be evaluated, and points will be determined by the best overall value of the scope of services offered to JPD. NOTE: JPD reserves the right to select a response that offers the best value for the services provided, which may not necessarily, be the lowest priced fee proposal response. Provide a price proposal for the total compensation that you expect to receive for the performance of the contract. Be sure to include your separate line-item pricing for all travel costs. Provide any additional info that you find necessary as consideration for fees and services that your company provides. JPD will not be obligated to pay for services provided beyond what is specified in the SOW. Juneau Proposer Preference (JPP) : Points equal to 5% of the total evaluation points will be given to any Proposer who submits a statement and demonstrates how they qualify and/or meet the criteria outlined in the following City Ordinances 53.50.010 and 53.50.050 . JPP Points are verified by the CBJ Purchasing Division. You must be qualified as described by the ordinanceat the time of submittal of your proposal to receive any preference points.
