Lancaster County Behavioral Health and Developmental Services (BHDS) is pleased to formally request proposals for the development of a new program that will enhance the County’s ability to serve individuals aged eighteen (18) years and older with a serious mental illness who could benefit from residential supports. The program will be licensed as a Domiciliary Care Service (PA Code Title 6, Aging, Chapter 21 Domiciliary Care) (Dom Care) serving three (3) individuals. The first three (3) individuals will be discharged to the home from Wernersville State Hospital as part of Lancaster County receiving specialized forensic supplemental funding from the Office of Mental Health and Substance Abuse Services. This new service increases the capacity of residential services within the county that are designed to be homelike, which is following the State’s Olmstead Plan as well as Lancaster County’s plan to reduce the number of individuals living in large congregate settings.
