59 The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified firms to complete a Cost-of-Service Rate Study (Study) to support funding groundwater management related activities for the Paso Robles Groundwater Subbasin (Basin) pursuant to the Sustainable Groundwater Management Act (Water Code §§ 10720 et seq.) (SGMA).
