The Naval Surface Warfare Center Carderock Division (NSWCCD) Advanced Materials and Structures Branch (Code 655), in support of the Naval Sea Systems Command (NAVSEA), is requesting information from interested firms that are capable of fabricating composite structures using out-of-autoclave processes in marine applications (surface and submersible).  This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP).


Background:


NSWCCD Code 655 is interested in using out-of-autoclave processing techniques for advanced composite materials in order to reduce non-recurring and material costs for Naval surface ships and submarines.   This interest includes processing techniques that have demonstrated the multi-functional-integration advantages that composite fabrication offers by incorporating non-structural elements and materials either directly into the composite laminate during fabrication and/or lead to minimal post-integration efforts needed after the main structural component is fabricated. A thorough, documented understanding of process, property, and performance relationships for these large composite structures is essential, as is an understanding and ability to integrate non-structural elements made from other materials (metals, polymers, composites) into the final build.

NSWCCD is seeking firms that have used Out-of-autoclave processes on composite structures in excess of 40 feet in diameter and up to tens of feet in length and up to five and a half inches thick with the:

- Ability to design and build the molds, plugs, and other tooling needed for these large structures. Include a description, including dimensions of the largest projects that the interested party has experienced in composite manufacturing

- Ability to fabricate with a variety of fiber types and fiber forms, separate and together, in polymer

- A
bility to incorporate non-structural materials to enhance the multi-functional nature of the laminate and to have demonstrated the ability to include hardware required for ship integration

Request for Information:

The Government is requesting interested firms to submit the following information:

- Company Name, Cage Code, DUNS, and physical address

- Point of contact, phone number, e-mail address

- Company business size and socio-economic business status

- Company's facility and safeguard clearance levels

-  A completed Attachment 1 and Attachment 2 (Note: Firms are encouraged to complete these attachments to the best of their abilities)

- Any additional relevant corporate experience

- Any additional information or questions the firm would need to be answered by NSWCCD  

This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this sources sought that is marked proprietary will be handled accordingly. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This RFI does not represent any obligation of the government for any cost or expenditure associated with submitting a response to this request.
