Intent . Eaglecrest Ski Area (Eaglecrest), community-owned and operated by the City and Borough of Juneau (CBJ) seeks to discover, discuss, and engage with qualified local Vendors who are interested in providing the Eaglecrest Bar Concessions; currently known as the ‘Tower Bar’. Motivated Vendors are encouraged to respond with the information requested below. CBJ will review responses and invite the best prospective candidates to participate in exploratory discussions about the opportunity. Eaglecrest plans to negotiate a contract for the Eaglecrest Bar Concessionaire with the best apparent Concessionaire. Vision for the Eaglecrest Bar Concession . The primary objective behind the Eaglecrest Bar Concession opportunity is to provide an enhanced and more enjoyable environment for Eaglecrest guests. Second to improved resort enjoyment is the opportunity for Eaglecrest to realize a revenue stream. Eaglecrest seeks to partner with a creative, motivated, and resourceful local concessionaire. It is the intention of Eaglecrest to have a successful and sustainable Eaglecrest Bar operation whereas the Concessionaire is allowed to retain a fair profit margin that guarantees continued Eaglecrest Bar operations. Eaglecrest will retain a percentage of Eaglecrest Bar concessions revenue to offset expenses for provisions offered to the Concessionaire through the contract and hopefully to realize a small profit. To ensure continued success the Eaglecrest Contract Administrator for this contract will expect on-going and open communication from the Concessionaire. Background . In June of 2017, the CBJ Assembly approved Resolution 2793(b) for the Sale of Beer and Wine at Eaglecrest Ski Area (Eaglecrest) by a Third-Party Concessionaire. This opportunity created the prospect of Eaglecrest becoming more financially self-sustaining and allowed for a revenue opportunity for a local business. In November of 2017 Eaglecrest requested proposals from responsive and responsible contractors and ultimately selected South of the Bridge, LLC d/b/a Louie’s Douglas Inn as the preferred vendor to provide the initial venture for Eaglecrest Bar Concessions The ‘Tower Bar’ opened for the 2018-2019 season and operated successfully for two seasons, despite issues encountered during the initial construction and liquor licensure. Even with the unavoidable events such as the Covid19 pandemic the ‘Tower Bar’ at Eaglecrest remained operational and lucrative. In June of 2022, the current Concessionaire notified the Eaglecrest management team that they weren’t interested in returning for the 2022-23 season. However, they still remain committed to the Bar’s continuation and if needed, have offered to share what they learned about their business experience running the Tower Bar operation, in an effort to ensure that the new Concessionaire will be successful. Eaglecrest Bar Operation Expectations . The ideal Concessionaire will focus on top selling assorted beers and wines which may feature favorite local and/or Alaskan made beer, wines and seasonal offerings. The menu will include everyday variety of draft beer, and/or bottled beer and a variety of wine to meet customers’ expectations and thirsts. Bar concessions operate seasonally, with the option to operate Wednesday through Sunday and all Holidays that Eaglecrest is open during the ski season. The proposed Daily Minimum Hours and Days of Operation are as follows: 12:00 p.m. to one hour after Mountain closing (approximately 4:00 p.m. to 5:00 p.m.) Friday, Saturday and Sunday. Note: Eaglecrest is closed every Monday and Tuesday, except for Holidays that fall on those days. In addition to the Bar Service, the awarded Concessionaire will have the exclusive right to provide external Beer and Wine Sales at various locations on the mountain for onetime special events. The Concessionaire would be responsible for obtaining any necessary special event permits from ABC Board. What CBJ Can Offer . Eaglecrest has two locations that vendors may propose to use for the concessions. Eaglecrest has a designated bar concession space with a handwashing sink behind a permanently positioned bar located in the Fish Creek Lodge directly adjacent to the cafeteria. Eaglecrest also has a 25 foot wide by 35 foot deep outdoor commercial tent with overhead propane heat and a permanently mounted bar adjacent to the base of the Hooter Chair Lift. A small storage shed will be included with this option. All utilities will be included within the contract agreement and Eaglecrest will provide all foodservice during open bar hours. At current Eaglecrest has broad estimates on the number of sales from the limited operations of the Tower Bar, which can be provided upon request. Eaglecrest Management, believes that the delayed start due to construction and regulatory issues and that much of the initial operational years encompassed the Covid-19 pandemic provided lower returns than anticipated. The expectation is that with a creative vendor with a purposeful business model that the Tower Bar will have stronger operational years, and be able to reach its true market potential. What the Concessionaire is Expected to Provide . The Concessionaire must be able to provide all equipment and staffing, necessary to run the Bar/Lounge operations successfully. This includes but is not limited to the following: bar services and professional staffing, operational supplies, (i.e. napkins, glasses, coasters, bar towels, trash cans, etc.), refrigeration systems, draft beer coolers, draft handles, point-of-sale system with daily reporting capabilities, cleaning supplies, fixtures (i.e. lighting, approved design elements, artwork,) functional signage*, branding and promotional materials. *Eaglecrest reserves the right to approve any/all selected signage. Potential Challenges . Fish Creek Lodge Concession space is small and has limited capacity to accommodate all potential business levels during the peak lunch rush. The space does have access to exterior deck space but the weather is often not conducive to spending time in an uncovered unheated outdoor space. Some regular Eaglecrest guests that only go to and from the ski lift may not realize that the bar is open in Fish Creek Lodge The outdoor heated tent has great visibility to Eaglecrest guests as everyone needs to walk directly past the front of the tent. At the end of the day, the entrance to the tent is right where guests remove their skis and snowboards which makes it an easy and opportune stop in for a quick beverage. The propane heaters are very effective during most weather, however; it is still an exterior space and takes resilient staff when temperatures are below 15 degrees. Also, snow and ice maintenance around the entrance can be challenging. Keeping the proper temperature in the storage shed can be challenging. It would be recommended to rent an outhouse for use of the bar staff for easy bathroom needs. Water for handwashing sink needs to be transported from the lodge to the tent site along with product which takes extra work. COVID 19 forced the former vendor to use this solution when Fish Creek Lodge was closed to public access. The customers gave a lot of feedback that they preferred this location versus the Fish Creek Lodge Space and subsequently chose to continue operations in the tent for a second season. Licensing will be challenging as the statutes continue to evolve. The license that the Tower Bar operated under was a “Grandfathered Recreational Site License”. We have been told that these licenses are being moved under the Sporting Facility License. It will be the sole responsibility for the prospective vendor to obtain a license. The former vendor may be willing to sell and transfer the existing permit if the new vendor is willing to perform the administrative work to execute on this. Staffing in the current labor market may be a challenge. One skilled bartender is capable of running the bar on their own. Responses . Interested Vendors should include the following information in their responses: Business Plan . Describe how the Eaglecrest Bar Concession is relevant to your company’s business model/plan; explain, why are you interested in this opportunity? Briefly describe your vision for the Eaglecrest Bar Concession operation. Include ideas on ways to increase revenues and ensure a favorable customer experience. If relevant, provide your ideas on improvement to current Eaglecrest Bar operations. Provide any additional Information about your Business Concept and/or Management Approach; for example; your plan for pricing, staffing, how you will manage the operation, how it links up with your current operation, etc. Describe interest that you may have in expanding the bar operations to the new Summit Lodge at the top of the Gondola and operating throughout the summer and winter season. Describe any financial resources that may be able to go toward designing the Bar in the Summit Lodge if a longer term agreement were possible. Experience and Qualifications . Briefly describe your Company’s experience in beverage service, bar/lounge operation and management. List your staff/personnel and their experience or include resumes, for staff members who will be based at Eaglecrest. Briefly describe businesses, management, and similar projects accomplished by the proposed personnel that are similar in concept and scope to this operation. Provide individual and professional reference(s) that include a contact name, email address and phone number, from people who can provide verification as to the strength, professionalism and capability of your current operation(s) and your ability to undertake the Eaglecrest Bar Concession. Contract and Insurance Expectations . The Concessionaire will be expected to sign a contract with the actual term being determined through negotiations with the best apparent respondent. As part of the contracting process, the Concessionaire will need to be licensed to do business in the State of Alaska and must fulfill the CBJ Insurance Requirements for the operation as determined by the CBJ Risk Department.
