SOURCES SOUGHT NOTICE
Marine Corps Systems Command is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to provide software maintenance support services to the Marine Corps' Military Pay Systems. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519 - Other Computer Related Services, and the size standard is $27.5M. The anticipated contract will require work at the SECRET level.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred.
The Contractor will provide systems changes and maintenance for the Marine Corps Total Force System (MCTFS) Family of Systems (FOS), maintain compliance with the Federal Information System Controls Audits Manual (FISCAM), and maintain and provide help desk assistance for Marine Reserve Orders Writing Systems (MROWS). In order to maintain these systems, the contractor must have experience in completing the following tasks within the MCTFS FOS: process reserve pay adjustments, monitor Electronic Fund Transfer (EFT) payments, adjust pay hold flags, input unit diaries, process work incapacitation pay for Wounded Warriors, process reserve medical entitlements, process Out of Balance Reports for active and reserve personnel, process Reserve Out of Service Debt cases, process retiree Out of Service Debt collections, compute Line of Duty Computation Payments, conduct validation for Unemployment Compensation entitlement for separated Marines and monitor separations processing Marine Corps wide.
Additional tasks include the following: provide Electronic Document Access (EDA) system support, conduct remote reviews of Disbursing /Finance Office activities, prepare performance reports and statistics, provide Finance and Administrative Schoolhouse curriculum support, process systems access requests, and provide general support for any other systemic or procedural deficiency concerning pay for Marine Corps reserve or active duty forces.
Potential vendors must be able to support all of the following technology platforms, which comprise the MCTFS FOS:
The contractor shall provide program management. The Program Manager shall oversee the overall program management, ensuring accuracy, completeness, and compliance with RFF-KCI policies and standards.
The functional requirements of this effort include: software maintenance, information software maintenance, maintenance and management of financial and technical systems, systems operations support, programs and system analysis, information assurance (IA) support, monthly performance reports, and management reviews.
The Government anticipates awarding a single award, Firm Fixed Priced services contract with one base year and four one-year options.

The incumbent contractor is Computer Science Corporation (CSC) Government Solutions LLC, providing services under Contract GS-35F-393CA, Marine Corps Task Order M00264-16-F-0057.
Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than five (5) pages in length. Do not submit cost information. The submission must include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 541519); (2) Any relevant corporate experience. Relevant corporate experience is experience throughout the past five years that is the same as or similar to, the scope, magnitude, and complexity of the work described by this solicitation. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; the relevant experience the Offeror has gained under specific contracts throughout the five years; and (3) If applicable, any relevant past performance information or affirmatively state that it possesses no relevant past performance.
