This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR 13, as supplemented with additional information included in this notice. 

Synopsis/Solicitation N00178-16-T-0213 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a brand name basis two (2) RFeye Shark S-18 Wideband Spectrum Sensor systems manufactured by CRFS, Inc. The detailed description is described on the attached SF18 including the Statement of Work.  All Deliverables shall be in accordance with the Contract Data Requirements List and Data Item Description. The current RTSO prototype wideband spectrum sensors were designed, manufactured and sold by CRFS, Inc. Software and firmware, made to be compatible with these sensors, is being actively developed by B51 engineers. Integration of sensors of differing brand or type would require major redesign of RTSO software drivers and software/firmware applications, negating three years (or approximately 18 man-years) of effort and financial investment.

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible sources including authorized CRFS, Inc. resellers and distributors may submit a capability statement, proposal, or quotation which shall be considered by the agency.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM).  Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.
