Naval Air Systems Command intends to place an order under the basic ordering agreement N00019-05-G-0026 with The Boeing Company, MDC to purchase one T-45 retrofit kit in accordance with ECP MDA-T45TS-00142, Frame Mount Redesign. ECP MDA-T45TS-00142 defines the changes necessary to redesign the forward and aft airframe engine mount structures. The forward structure is located between Frame 22 and Frame 23 on the starboard side and Frame 21 and 23 on the port side. The forward starboard side requires a new mount fitting and new connections to Frame 22 and Frame 23. The forward port side requires a new fitting, diaphragms, and connections to Frame 22 and Frame 23. The aft structure is located between Frame 27 and Frame 28 and requires a diaphragm doubler and new connection at Frame 27. The kit design for ECP MDA-T45TS-00142 is complete and retrofit kits have been purchased previously under a separate contract action. The purchase of this one kit is to make up for a shortfall in kits purchased earlier. The proposed contract action is non-competitive.
