The U.S. Department of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, intends to negotiate and award a firm fixed price contract to Eastern Lift Truck Co., Inc., 2211 Sulphur Spring Rd., Baltimore, MD  21227-2933.  Eastern Lift Truck Co. is recognized as a JLG authorized service center to provide repair restoration to a Government asset, JLG Model 800A Telehandler.  Eastern Lift Truck Co. is in a close proximity to the NASA Goddard Space Flight Center which is where the lift is located for use.  Eastern Lift Truck Co. has current maintenance history for this asset while at NASA and NOAA is responsible for the round trip transportation costs from NASA to the service center.  Moving the equipment for competition would increase costs and substantial duplicate those costs that would not be expected to be recovered through competition.  Contracting with Eastern Lift Truck Co. will provide the JLG required unique specifications and technical skilled and qualified technicians that would provide a complete serviced asset that NOAA Wallops would be confident is safe when in use to service NOAA's weather satellite antenna systems located at NASA in Greenbelt, MD.  In order to meet maintenance responsibilities in a 24/7 environment, NOAA's assets must be maintained to a peek working conditions so that Government technicians can perform regular maintenance on critical weather satellite antennas.    Eastern Lift Truck Company's past performance history demonstrates they can deliver a restored JLG 800A Telehandler to meet the Government's need.

The Product Service Code for this requirement is J023 and the North American Identification Classification System (NAICS) code is 811310.  The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1).  This notice of intent is not a request for competitive proposals and no solicitation package is available.  However, firms that believe they can provide this type of service and that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 7 days after publication of this synopsis.   Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis in the future.  A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government.   Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government.  Inquires will only be accepted via email to [email protected]
