The Department of Homeland Security (DHS) Office of Procurement Operations Division (OPO) is submitting this Draft Request for Proposal (RFP) for industry review and comment. The purpose is to allow OPO to structure the RFP as consistently as possible with industry best practices. Specifically we are seeking your comments and suggestions on the general structure of the RFP, pricing formats and evaluations factors. Our concern is that we are able to procure the commercial products at the lowest price while still ensuring that we are dealing with companies who are capable of providing the products on time. The information is being gathered for informational purposes only. The Government is making no promise to provide any further response to comments or questions as a result of this Draft RFP. Furthermore, responses will be considered by OPO but not necessarily included into the resultant RFP. The Government reserves the right to cancel the RFP if deemed to be in the best interest of the Government.
