****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Alaska SeaLife Center, for a veterinarian to do research on disease, parasites, pollution contaminants of the Cook Inlet beluga whale population.
****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), National Marine Mammal Laboratory's (NMML) need for a veterinarian to do research on disease, parasites, and pollution contaminants of the Cook Inlet beluga whale population. NMML requires that the veterinarian have over 10 years of experience with marine mammal veterinary issues in Alaska including assessing marine mammals during live capture and live stranding events collecting tissue, blood and other samples. The contractor must have a complete laboratory facility that can complete the analyses and store archive samples in suitable very low temperature environment. There are no other known sources that can meet the requirements of NOAA/NMML. Period of Performance: September 30, 2011 - June 30, 2013.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
