The Federal Bureau of Investigation intends to sole source to Oklahoma State University, Forensic Toxicology & Trace Lab for research and development of a safe fentanyl canine training aid. This requirement is for the Weapons of Mass Destruction HQ. Per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
