15. Description:
   The Military Sealift Command has a requirement for a separate, dedicated, rescue boat and davit/winch system on the USNS ZEUS (T-ARC 7). The required delivery date for this requirement is on or about 31 December 2015.  This requirement will be solicited as a Small Business Set-Aside basis. The qualified offeror must clearly demonstrate the ability to perform the solicited requirement package. All responsible sources may submit a proposal which shall be considered by MSC. After issuance, solicitation and supporting documents will be made available on the Federal Business Opportunities website https://www.fbo.gov.

16. The decision to set aside this procurement as 100% small business set-aside was made resulting from Market Research. Previous procurements for this supply have shown that there is an expectation to receive quotes from two or more small businesses.
