This announcement constitutes the only 100% Small Business set-aside solicitation; Quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using FAR Part 13 acquisition procedures.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60.

This is a RFQ for a study. This will be a single award contract.
