Background

The Federal Trade Commission (FTC) was created on September 26, 1914 when President Woodrow Wilson signed the Federal Trade Commission Act into law. The FTC is a bipartisan federal agency with a unique dual mission to protect consumers and promote competition. The FTC's mission is to protect consumers by preventing anticompetitive, deceptive, and unfair business practices, enhancing informed consumer choice and public understanding of the competitive process, and accomplishing this without unduly burdening legitimate business activity.


DESCRIPTION OF REQUIREMENT:


This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued.

This requirement is not a small business set aside. The North American Industry Classification System code (NAICS) is, 541720 with a Small Business Size Standard of $20.5 Million.

A firm fixed price contract will be awarded. All interested parties must quote on all items listed in the attached document.

The FTC has a requirement to purchase monthly data for each SKU of all combustible cigarettes aggregated to the state-level from store-level scanner data collected at both drug and grocery stores (MULO) and convenience stores (C-Stores) for product characteristics, prices, sales, and marketing from 2012-2018. This data will be used for a research project and to write a report that is publically released and ultimately published in an academic journal.


INSTRUCTIONS TO OFFERORS:


The price quote is to be submitted as a Firm Fixed Price.

Price quotes shall include the following:

a) Provide completed Line Item Chart from Pg. 1 of this document.

b) Confirm by listing that vendor is able to provide data for each parameter listed in the "Description of Requirement" of this solicitation.

c) Provide a sample or screenshot of data output.

d) Submit response to FAR Provision 52.213-3 and its Alternate I - Offeror Representations and Certifications - Commercial Items and Confirmation that Representations and Certifications are completed in SAM or Submission of completed with quotes.

Submit all questions via email no later than 2:00 PM (ET) on Wednesday, June 12, 2019 to Leona Ellis at [email protected] with a copy to Crystal Thompson at [email protected]. The Government reserves the right to transmit questions and answers to all prospective offerors.

Responses must be submitted by email no later than 2:00 PM (ET) on Tuesday, June 18, 2019 to Leona Ellis, Contract Specialist at [email protected]. with a copy to Crystal Thompson at [email protected]. In the subject line of the email, please use "RFQ # 1200-CA19-0004- with offeror's Company Name." Quotes that are received late, are incomplete, or are sent at any location other than emailed to [email protected] will be considered late and will not be evaluated by the Government.

The electronic submission must be compatible with Microsoft Office 2010 or as an Adobe Acrobat .pdf file and be searchable.
