Pursuant to the authority of 10 U.S.C. §4022, the Defense Health Agency (DHA)/Program Executive Office – Defense Health Management Systems (PEO DHMS) intends to award an Other Transaction Agreement to transform the Chief Finance Office (CFO into a world-class financial office that integrates and operationalizes the best practices of Government and leading information technology companies. We anticipate making award of an agreement within approximately sixty (60) days from the release of this Request for Solutions. In accordance with 10 U.S.C. 4022(f)(2), a follow-on production contract or transaction may be awarded following the prototype if the participants in the transaction successfully complete the prototype.
Problem Statement
The CFO seeks innovative solutions to problems in the following areas:
The Government’s desired end state is a fully-integrated solution of traditional Government financial and auditing functions which enable the transformation of the CFO into a unified “strategy” organization that uses one collaborative, iterative framework to incorporate these overlapping strategic elements into one function that fulfills many purposes. As an example, this could include, but is not limited to, reverse engineering both current PEO DHMS and CFO business processes, as well as those of commercial industry, in order to apply these commercial processes in a defense environment, for defense purposes.
Eligibility
The Government intends to award to a nontraditional defense small business contractor. If during the selection process, a nontraditional defense small business contractor is unable to provide an innovative solution to our problem statement, the Government may select a small business contractor, based on responses to the Request for Solutions. Solutions submitted by offerors who are not a nontraditional defense small business contractor or a small business contractor will not be reviewed.
