The Federal Bureau of Investigation (FBI) is issuing a solicitation for Protective Body Armor - Overt Carrier. This procurement is set-aside for Small Business, and the FBI intends to award a firm-fixed price blanket purchase agreement (BPA) under Federal Acquistion Regulation (FAR) Subpart 8.4 with a sixty (60) month period of performance.

The FBI is aware of delays in the NIJ Compliance Testing Program caused by the Covid-19 pandemic. If an Offer has armor samples that are awaiting/pending NIJ certification, the FBI will accept the ballistic resistance testing reports from an independent laboratory until such time that NIJ has returned to operations and the backlog is cleared. This does not remove the requirement of NIJ certification but allows an Offeror to submit that certification at a later date.
