SUMMARY San Miguel County, Colorado (“County”) is seeking proposals from qualified professional engineers and firms having sufficient engineering experience to provide various professional engineering services on an as-needed and requested basis by the County. Proposals must include a letter of interest outlining credentials and references and may include a draft Master Task Order Agreement for Professional Services (“Agreement”) with the County. Proposal shall also include a sample individual Task Order and a standard fee schedule, which shall be used as exhibits to Agreement, for review by the county. SCOPE OF SERVICES QUALIFICATIONS Bachelor’s degree in civil engineering with a Colorado Professional Engineering Certification and registration and at least five years continuous experience providing similar services. Must be available to represent San Miguel County, if necessary, without creating a conflict of interest. PROJECT SCOPE The individuals or firms serving as County Engineer will provide the following services at the request of the County and will consult with the County Planning, Building, and Road and Bridge Departments. Services to be provided will include, but are not limited to, the following: Review plans for Planned Unit Developments, subdivisions, commercial and/or industrial developments, infrastructure improvements plans, road and driveway plans, Floodplain Development Permits, development in Geologic Hazard Areas, and drainage plans for conformance to the San Miguel County Land Use Code standards and any other applicable County or State review standards; May, at the request of the Building Department, review individual on-site wastewater treatment system (OWTS) plans for compliance with Colorado Department of Public Health and Environmental Standards; Perform field inspection of approved plans of record for development projects and certify that the development is constructed in accordance with San Miguel County standards; May assist with long range planning, monitoring, and budgeting for capital projects; May participate in the development of policies; Prepare and/or review construction plans, specifications, bid documents and cost estimates for capital improvements, new developments, road construction, bridge construction, road projects and other County projects; Consult with county staff as needed for requests for qualifications, requests for proposals, requests for price quotations, etc., for specific projects, Evaluate and rank bids and proposals; prepare reports justifying contractor/consultant qualifications; Serve as project manager on certain County-designated projects; may or may not serve as owner’s representative on County projects; May attend Planning Commission and Board of County Commissioner meetings, hearings and presentations and participate in professional group meetings.
