Notice is hereby given that the Town of Northlake is requesting submission of proposals and qualifications from all parties wishing to be considered for consulting services related to creating a new comprehensive plan. All proposals must be clearly marked “PROPOSAL FOR COMPREHENSIVE PLAN SERVICES” and returned to the Town of Northlake, 1500 Commons Circle, Suite 300, Northlake, Texas 76226, prior to 2:00 PM, CDST, Friday, October 21, 2022. The Town of Northlake reserves the right to reject any or all proposals received. The Project shall consist of the following scope of services: Review and evaluate existing Comprehensive Plan; Produce a comprehensive plan update that addresses community needs over a 20-year horizon; Establish and execute a town wide communication and information strategy to promote robust engagement with and input from residents and other community stakeholders throughout the planning process; Prepare demographic and economic profiles, including population projections and trends of socio-economic variables; Provide an economic development strategy that will assist the Town with managing growth and ensuring a sustainable property tax base; Conduct an analysis and develop a small area plan for Town Hall and a Town Center that will identify a location and incentivize economic growth in the area; Identify needs and solutions related to transportation, open space, infrastructure, and maintaining the Town’s rural legacy while promoting sustainable growth Examine future land use and identify patterns for future growth; and Develop a framework and actionable steps for implementing the new plan and aligning with applicable policies, plans, and priorities. The deadline for questions regarding the proposals is October 10, 2022 at 2:00 p.m. The Town of Northlake reserves the right to adopt the most advantageous interpretation of the bids submitted in the case of ambiguity or lack of clearness in stating proposal prices, to reject any or all bids, and/or waive formalities. Bids may not be withdrawn within ninety (90) days from date on which bids are opened.
