This is Modification 1 to the synopsis NNJ16588818L, entitled Request For Information for the NEUTRAL BUOYANCY LABORATORY (NBL) OPEATIONS CONTRACT (NOC), which was posted on May 12, 2016. The purpose of this modification is to notify industry that the Government will be hosting follow-up one-on-one meetings via teleconference, the week of July 25th (July 25th - 29th). These follow-up meetings will not be a face-to-face meeting with the NOC Procurement Development Team. The purpose of this follow-up one-on-one meeting is to allow Industry the opportunity to openly communicate with the Government by providing comments and inputs early enough in the procurement process for consideration during the procurement strategy, as well as providing the Government with an opportunity to conduct further market research in an effort to provide the best procurement strategy moving forward.


The follow-up one-on-one meetings will last no longer than forty-five (45) minutes, and will afford the opportunity for both Industry and the Government to exchange additional questions. Participation in these one-on-one meetings are not a requirement or a prerequisite for proposal submission, and will not be considered during the evaluation process of any subsequent request for proposal.


Industry participants shall email the Contracting Officer at [email protected], no later than 4:00 p.m. (CDT) on July 19, 2016, to reserve a time-slot for a follow-up one-on-one. Logistical information will be provided upon confirmation of your one-on-one no later than July 22, 2016. The Government will do its best to accommodate any preference for dates and/or specific times, so Interested parties should indicate any specific request when submitting their RSVP.


The Government intends to release the names, addresses, and points of contact of all respondents unless specifically requested not to do so by the respondent. This information will be provided on the NOC procurement website as an Interested Parties List.


In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government intends to review the responses submitted by industry. This data will not be shared outside the Government; however, the Government may use this data to develop future requirements. Data that is submitted as part of a company's response that is marked Proprietary will not be reviewed and will be returned to the respondent.
