The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N0001-07-G-0008, or follow on BOA, with the Bell Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government seeks to procure 12 SIRFC retrofit kits with an option to procure eight (8) additional kits. Each SIRFC Retrofit kit consists of: One (1) each set LRU-2B with fan (ECP 777); one (1) set of SIRFC Cable (ECP-777); one (1) each RF switch kit (ECP 932) and one (1) each Improved Transmit Antenna kit (ECP 930). Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor aircraft and the only source that possesses the requisite knowledge and expertise required to perform this effort.
